General Rules for the Call for Proposals
The Sub-grant will support additional investments of eligible firms, incentivize job creation and reward compliance for long-term retention of employees. Firms applying for a sub-grant are required to submit an Application Form and Business Plan which include job creation targets for the new employees with gender and nationality breakdowns for an 18-months period covered by the sub-grant.
The program budget to be allocated to Sub-grants under Part 2 of the Project is €70 million in total. TKYB as the contracting authority reserves the right not to award all available funds. Small enterprises (less than 50 employees) receive 20%, medium-sized enterprises (less than 250 employees) receive 32% and large enterprises (250 or more employees) receive 48% of the total Sub-grant amount.
If the allocation indicated for a specific group cannot be used due to insufficient quality or number of sub-project applications received, TKYB and the World Bank reserve the right to reallocate the remaining funds.
The maximum and minimum amounts of financial support that can be provided by TKYB are given in the table below:

The Eligibility Criteria
Eligibility of Applicant
In order to be eligible for a sub-grant, an applicant firm must:
- Be a legal person (Joint Stock Companies or Limited Liability Companies).
- Be a small sized firm (below 50 employees), or a medium sized firm (between 50 and 249 employees) or large sized firm (250 or more employees).
- Be a privately owned enterprise (Cooperatives and not-for-profit organizations are not eligible under this Call).
- Be officially registered in Turkey and having facilities to carry out sub-project activity in one of the Selected Project Provinces.
- Has been established at least 2 years ago as of the date of application completion
- Has no-previous non-paid/overdue liabilities, overdue social charges and tax payment without exceeding the legal limits of prevailing legislation, defaulted loans.
- Be experienced and able to provide information on its capacity to manage sub-projects, corresponding with the size of the sub-project for which a sub-grant is requested.
- Be directly responsible for the preparation and management of the sub-project, not acting as an intermediary and
- Not be receiving (or must not have received) a loan within the scope of the Loan component of the Formal Employment Creation Project.
Eligibility of the Sub-project Activities
- There is no categorical restrictions on eligible economic sectors or firms except for the sectors excluded according to the World Bank safeguard regulations and the exclusion list of TKYB and the World Bank.
- The sub-projects’ period can be 18 - 21 months. The sub-projects are expected to create and maintain formal employment for 18 months within 21 months duration.
- Each applicant firm as a legal entity can submit only 1 (one) sub-project proposal within the scope of the Call for Proposals.
- All sub-project applications received by TKYB are checked against the Exclusion List included in the TKYB’s Environmental and Social Policy and Exclusion List of the World Bank (http://www.ifc.org/exclusionlist/). Sub-Projects that fall under the relevant Exclusion Lists are in no circumstance funded.
Eligibility of Costs
Any sub-grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the sub-project:
- Minimum percentage : 50% of the total eligible costs of the sub-project
- Maximum percentage : 70% of the total eligible costs of the sub-project
Human resources costs must fall between the following minimum and maximum percentages of total eligible costs of the sub-project:
- Minimum percentage : 70% of the total eligible costs of the sub-project
- Maximum percentage : 90% of the total eligible costs of the sub-project
